Never, at least for the core matters allocated in the constitution to the regions rather than the federal government, and in Canada, that means health, education, transportation, and ‘property & civil rights’ among other things. That is the nature of federalism. It won’t happen here, or in the United States, or in Germany, or Australia, or Brazil, or any of the great federations – and if it did, they would cease to be federations, and pretty soon, cease to exist as they would fission.
